Welcome Dr. Noel Kelty!
Clinton County RESA Office of Innovative Projects (OIP) is very pleased to share that Dr. Noel Kelty will be joining our team as a Grants Consultant, beginning July 1. This position will be a part of the leadership team at OIP and will initially focus on developing professional learning for the Strong Beginnings initiative. Other responsibilities will include work related to systemic approaches for early intervention, early childhood special education, and early childhood professional learning; support with strategic direction, and enhancement of the general administrative infrastructure at OIP.
Dr. Noel Kelty is dedicated to the advancement of early childhood education, special education, and leadership in early education. As an Assistant Professor of Teacher Education at Saginaw Valley State University, she specialized in early childhood, early literacy, and special education.
Dr. Kelty's journey in education has included fostering family engagement, promoting early literacy, and developing inclusive support systems for young children and their families. Before joining Saginaw Valley State University, she held the position of Director of Early Childhood Development and Family Education at the Michigan Department of Education (MDE). During her tenure at MDE, Dr. Kelty held roles as the Early On/Part C Program Coordinator, Early Childhood Special Education Program Coordinator, and the Early Literacy and Family Engagement Consultant.
With a diverse professional background spanning various roles, including program administration, classroom teaching, early intervention specialist, home visitor, and consultant, Dr. Kelty brings a comprehensive perspective to her work. Dr. Kelty's academic journey culminated in completing her Ph.D. in early childhood with a focus on special education from Oakland University in 2020. She has also earned certifications in Central Office Administration, Elementary Education (K-6), grades 6-8 English and Science, Early Intervention, and Preschool Special Education.
Beyond her professional endeavors, Dr. Kelty finds joy in various hobbies and interests. She enjoys the companionship of her Goldendoodle Bentley during walks and hikes, finds solace in gardening, and enjoys traveling.
With two children, aged 20 and 25, Dr. Kelty's personal experiences have deepened her understanding of the importance of fostering a supportive learning environment both in and out of the classroom.
